BioPhillip R. May is the president and chief executive officer of Entergy Louisiana, LLC and Entergy Gulf States Louisiana, L.L.C., which together serve over 1 million electric customers in the state. He is responsible for the companies’ electric transmission and distribution systems, customer service, regulatory and governmental relations, economic development programs and charitable contributions, as well as the companies’ financial performance.
May, who joined Entergy in 1986, served most recently as vice president of regulatory services where he was responsible for the development and implementation of systemwide regulatory strategies. In this role, he implemented programs to address cost recovery and regulatory lag through innovative ratemaking such as formula rate plans, specific cost-recovery mechanisms and performance-based rates.
Other positions of leadership include serving as vice president of transition management and managing director of corporate strategic planning and analysis.
May also has worked as a rates and regulatory affairs engineer, a financial analyst and planner for the former Gulf States Utilities and Louisiana Power & Light and a negotiator of long-term wholesale power contracts. He served as an analyst of domestic and overseas acquisitions prior to concentrating on transition-to-competition activities.
May also prepared cost-of-service studies to support wholesale and retail rate cases and worked in the areas of financial planning and wholesale transactions. He was a senior engineer on the Gulf States Utilities/Entergy merger team. Prior to joining Entergy, he worked as an engineer assistant with the city of Lafayette, La., utilities.
May received a Bachelor of Science degree in electrical engineering from the University of Southwestern Louisiana and a Master of Business Administration from the University of New Orleans. He also completed the mergers and acquisitions program at the Wharton School in Philadelphia, Pa.
